Adding a new user to mysql

mysql> CREATE USER 'monty'@'localhost' IDENTIFIED BY 'some_pass';
mysql> GRANT ALL PRIVILEGES ON *.* TO 'monty'@'localhost'
    ->     WITH GRANT OPTION;
